A card numbered 63/X is the 63rd copy out of its parallel's print run, where X varies by set and parallel. A 63/99 is the 63rd of 99, a 63/25 is the 63rd of 25, and so on. The /X notation is collector shorthand for "of any print run."
Collectors hunt 63/X cards for a range of reasons: it might match a jersey number, a birthday day, a card number, or simply be a numerator they collect across all parallels. Each 63/X copy is one-of-one for its specific print run.
For any given parallel, the 63/X copy is one-of-one — only one card in the world carries that exact stamp for that print run.
